The Community Referral Agency, Inc. began in 1979 because of the presence of domestic violence in rural northwestern Wisconsin and the complete lack of support services for the isolated victims of this violence. The Community Referral Agency, Inc. now operates from its main office and 15-bed shelter in Milltown, Wisconsin with a satellite office in Burnett County. They serve the isolated rural populations of northwestern Wisconsin and are the only shelter services within a 60-mile radius.
